Cetacean Operations, or Cet-Ops, is the naval and maritime arm of the Resources Development Administration on Pandora. Cet-Ops first appeared in Avatar: The Way of Water.

Its fleet consists of various surface and submarine vessels, amphibious suits and support aircraft for maritime operations, particularly commercial hunting of tulkun to extract amrita in order to fund the RDA's colonization effort.

Naval Operations[]

Following the return of the RDA to Pandora in 2169, Cetops was formed and based at the newly constructed colony of Bridgehead in preparation for human colonization of Pandora as Earth was reaching inhospitable levels. CetOps began to conduct naval operations that resulted in the discovery of Tulkun, a sentient whale-like species with close bonds to sea Na'vi clans. To finance the RDA's new operations, CetOps began hunting Tulkun for amrita, a substance that could stop human aging and was valued at $80 million per capsule (in an unspecified future currency). With the knowledge that hunting Tulkun near the territory of the Metkayina would result in a major attack, CetOps hunted Tulkun away from the sea clans and dumped their bodies after amrita was extracted.

Payakan's Assault[]

On one of their operations, CetOps killed the mother of Payakan, a young Tulkun. In response, Payakan led a pack of young Tulkun and their Na'vi allies in an assault against the SeaDragon. However, the assault failed and the war party was killed, except Payakan, who lost a fin. Due to this, Payakan was blamed for their deaths and disobeying the Tulkun Way, leading to his banishment.

The 1st Recom Squad under Miles Quaritch appropriated command of a whaling fleet led by Cet-Ops Captain Mick Scoresby and repurposed it to search and hunt down Jake Sully and his family following a guerrilla campaign against the RDA's colonization efforts. To do so, they hunted and killed a female Tulkun named Ro'a, who was the spirit sister of Ronal, the Metkayina tsahìk. After extracting the Amrita and also killing Ro'a's baby, they left R'oa's corpse for the Metkayina Clan to find in hopes of provoking them and lure the Sully family out.
