Look, we didn't come twenty-six trillion miles to fight a war, or run a prison. You're a hell of a lot more valuable as employees than inmates.
Charles to the humans at Hell's Gate.

Charles Stringer is the new head administrator of the Resources Development Administration on Pandora, active since 2168 at the latest.

He first appeared in Avatar: The High Ground. Along with Colonel Quaritch, he was working against the Sully family during the course of Avatar: The Way of Water.

Biography[]

Avatar: The High Ground[]

Charles Stringer replaced Parker Selfridge as the new head administrator of Pandora for the RDA's recent occupation. He is one of the few people who outranks the new on-world commander, General Frances Ardmore.[1] When a new wave of humans approached Pandora in 2168, General Ardmore broadcast a communiqué to the people occupying Hell's Gate, telling them to surrender or die. She is supported by Stringer, who says "people haven't traveled 26 trillion miles to make war or oversee a prison." He tells the rebels that they are much more valuable as workers than as prisoners, and promises that those who contribute to the peaceful return of the RDA to power will be acquitted (of the facts defined by the Solar Unity Law) and reinstated to paid jobs.
