Eaton Roberts is the administrator of the RDA's Highlands Mining Base. During his tenure, Mine No. 9, the only mine in the Highlands, has set record after record for production. Eaton is said to be a difficult person and few people genuinely like him, but he is better at squeezing out higher profits than anyone else.
Eaton was on Pandora before they left in 2154. He was sent to the Highlands to take over the scientific research station there and expand it into a mining station. However, before he could make his mark, something happened at that mining station, and then the RDA was driven off Pandora by the Na'vi.
He also knew Raven's parents, and his cold attitude towards the Na'vi annoyed them. Eaton also made cruel remarks about solving conflicts by shooting Na'vi, believing peace talks were meaningless. Raven's mother tried to convince him that there would be no need to equip the highlands base with advanced defensive weaponry as the Rey'tanu Clan posed no threat, but she felt he did not listen to a word she said.
After the RDA's return to Pandora, he rebuilt a new mining station. Originally a SecOps soldier, he was promoted to administrator.
Upon meeting Raven who has been directed to the Highlands by Edmund Langford, Eaton tells Raven to search for a backup chip to restore the Mining Base's defenses. Eaton directs Raven to Spencer.
After Raven meets the Rey'tanu Clan, Raven tries to get aid from Eaton about the clan's depleting water sources (their oasis drying out) which is caused by the RDA. Eaton could not care any less about the clan, saying they can just move and look for another water source in a new home, saying it's a simple solution.
Later on, Raven begins to argue with Eaton and becomes disgusted with him, as an RDA turret almost kills a Na'vi child (Kiratx). Eaton tries to defend it with claiming the Na'vi are at fault for breaking into an RDA base by trespassing into the Dead Zone, using a metaphor that if a pedestrian darts into traffic and gets hit, it's not the driver's fault. Akeylong is also heavily injured by the turret while trying to save Kiratx, but Eaton refuses to give out medical supplies to the Na'vi, saying the RDA is not obligated to hand out supplies to the Na'vi since humans should be prioritized. This results in Akeylong's death.

Datamining suggests Eaton was going to be a boss fight who would fight Raven, but it is not entirely certain due to the game's cancellation.
His passive-aggressive nature appears inspired by Parker Selfridge.
